UK Foreign Secretary David Lammy announced on Wednesday that the Ukraine-Russia peace talks in London would involve only lower-ranking officials after US Secretary of State Marco Rubio was unable to attend, in an abrupt cancellation. The talks will take place as fresh air strikes shattered a brief Easter truce, killing at least nine in Ukraine.
