US military returns to Panama amid Canal control controversy

A memorandum of understanding between the US and Panama has sparked concerns about Washington's military ambitions.
The Department of Defense says it will allow military and government vessels to pass the Panama Canal for free.
That has not been confirmed by Panama, but it's being seen as a violation of a treaty guaranteeing neutral use of the canal.
