How politically damaging will the u-turn on winter fuel payments be?

In July one of the Government's first acts was to cut the winter fuel payment for all but the very poorest pensioners.

Nearly a year on the government has changed its course, and now all pensioners on incomes of £35,000 a year or less will get the payment as Sky's Deputy Political Editor Sam Coates reports.
