Ahead of NATO summit: Spain refuses to raise defense spending to 5% of GDP | DW News

Developments in the Middle East seem set to lie heavily over a NATO summit which starts in the Netherlands on Tuesday. Leaders are set to approve a major shift in policy, backing a new defense spending target of 5 percent of GDP.
