California moves forward with redistricting effort to counter Texas

California Gov. Gavin Newsom is calling for a special election on Nov. 4 to introduce new U.S. House maps in response to Republican efforts to gain seats in Texas. State lawmakers need to declare the special election, and they plan to do so next week.
