Honduras continues crackdown against gangs: State of exception has been in place for 3 years

The Central American country of Honduras is three years into a supposedly temporary state of exception. It’s been renewed by the government and congress more than twenty times. Rights groups say the sweeping powers it grants have led to more than a thousand arbitrary detentions and a rise in abuse complaints.
